This ranking, relative to other passports, has been calculated by considering the government of Ukraine’s approach not just to travel, but to international taxation laws, global perception, dual citizenship and personal freedom.

Travel Destinations from Ukraine ^{50% in total score}

For the Ukraine Travel Score calculation, we relied on government travel data from 199 passport-issuing countries and territories, combined with real-time intelligence and proprietary research. This factor includes a Mobility Score (MS) measuring ease of travel, which focuses on visa-free (VF) travel, visa on arrival (VOA), eTA and eVisa (if issued within three days). Based on that data, we assigned Ukraine a Travel Score of 146 which means that Ukraine passport holders can enter a total of 146 destinations — either without a visa, through a visa on arrival or via an eTA.

Taxation in Ukraine ^{20% in total score}

For the Ukraine Taxation Score calculation, we relied on data from our network of tax vendors, news sources and tax authorities. Based on that data, we assigned Ukraine a Taxation Score of 20, meaning that Ukraine allows citizens to relocate to avoid tax.

For the Ukraine Perception Score calculation, we relied on the World Happiness Report, the Human Development Index and subjective factors from our networks’ experience to determine how each country’s citizens are perceived and recognised. Based on that data, we assigned Ukraine a Perception Score of 40, meaning that Ukraine citizens experience intermediate hostility.

For the Ukraine Dual Citizenship Score calculation, we relied on embassy data and our experience to assess the ability to hold dual citizenship. Based on that data, we assigned Ukraine a Dual Citizenship Score of 30, meaning that Ukraine citizens are often allowed to hold other citizenships but with certain restrictions.

Freedom ^{10% in total score}

For the Ukraine Freedom Score calculation, we relied on data and news reports on mandatory military service, government surveillance, press freedom and other factors to determine the personal freedom of citizens and expats. Based on that data, we assigned Ukraine a Freedom Score of 10, meaning that Ukraine citizens have low freedom.
