The Nomad Capitalist Freedom Index measures these practical freedoms across five weighted pillars: Financial Freedom (30%), Asset Protection (25%), Human Rights (20%), Safety (15%), and Quality of Life (10%).
Every country, plus five individual US States, receives a banded score from 10 (worst) to 50 (best) for each category, producing a maximum tally of 50. Data comes from nearly 30 public indices, as well as on-the-ground expert input from bankers, lawyers, and entrepreneurs in more than 40 jurisdictions.
The 2025 results confirm a clear trend: small, well-run states and nimble island economies now outperform the traditional ‘great powers’.
Below are this year’s 10 highest-scoring jurisdictions – places where personal security, capital freedom, and liveability still coexist. Each summary explains why that country excels and how it balances the five pillars.

Ireland couples one of Europe’s lowest headline corporate tax rates – 12.5% but now shielded by OECD minimum-tax carve-outs – with English-language common-law courts, making Dublin a natural hub for multinationals and asset managers. There is no wealth tax and the long-standing non-dom remittance regime allows foreign income to sit offshore untaxed. Human Rights scores rival those of the Nordic states and a stable political climate, combined with relatively low violent crime, keeps the Safety pillar strong. Severe housing shortages and high rents drag on Quality of Life metrics, but universal healthcare, world-class universities and direct air links to North America soften the blow. As the EU’s only native-English-speaking passport, Ireland follows up its Nomad Capitalist Passport Index success by securing a spot in the global freedom top five.

Andorra’s appeal begins with low personal taxes, a zero levy on portfolio gains, and no wealth tax – ingredients that keep its Financial Freedom pillar strong. Although its courts follow Spanish civil procedure rules, cases move more quickly, providing an extra layer of protection for assets. Crime is minimal, the mountain air is clean and schools offer instruction in Catalan, Spanish and French, lifting its Quality of Life score. Paperwork has eased in recent years, yet it still lags behind other micro- states, holding Asset Protection just shy of perfection. For those happy to brave high-altitude roads in exchange for Schengen-area access and serious fiscal perks, Andorra remains a discreet and secure alpine base.

World-class trust and foundation statutes keep Liechtenstein at the pinnacle of European Asset Protection. A low corporate rate helps, but moderate personal taxes and higher compliance costs mean its Financial Freedom pillar, while strong, sits a notch below the leaders. Violent crime is virtually unheard of and specialist commercial courts deliver swift resolutions. Quality of Life is comfortable but expensive and cultural options are limited by the country’s tiny scale. Still, for safeguarding wealth in the heart of Europe, few jurisdictions match Liechtenstein’s legal certainty and political stability.

Luxembourg combines full EU market access with dividend-friendly tax rules and a leading global funds platform. Robust creditor protections – even allowing for relatively slow insolvency proceedings – help keep Luxembourg’s Asset-Protection pillar strong. Crime is generally low, though property offences are slightly higher than in Switzerland. Green parks, trilingual education and first-rate healthcare lift lifestyle scores, balancing steep real estate prices. Recent compliance tightening has shaved a point off Financial Freedom, yet Luxembourg remains the go-to headquarters for pan-European wealth management.

A four-year transitional regime for new residents, clean courts and world-leading corruption scores give New Zealand solid marks in Financial Freedom and Human Rights. Its geographic isolation dampens pure capital mobility metrics, but stable politics, straightforward company law, and a thriving tech scene provide some compensation. Violent crime is low, air and water are pristine and rigorous building codes temper the ever-present earthquake risk. For anyone seeking a ‘Plan B’ well away from geopolitical flash-points, New Zealand remains one of the planet’s safest and most transparent democracies.

Nomad Freedom Score: 44.5
Finland tops the charts for Safety and Human Rights: its police are among the world’s most trusted and civil-liberty scores rival any democracy. Tax burdens are steep, but efficient digital administration and strong intellectual-property protection keep its Financial Freedom score respectable. Asset Protection scores benefit from quick, corruption-free courts, though privacy rules are less protective than Switzerland’s. Universal healthcare, world-class schools and a pristine environment lift Quality of Life to Nordic heights – ideal for families who prioritise institutional integrity over low taxes.
