Paraguay and Uruguay are two South American states popular among expats who are seeking a strategic Plan B residency outside the world’s primary geopolitical power centers. While both offer stability and relative seclusion, their legal frameworks, tax regimes, and lifestyle environments make them attractive to distinct types of applicants. 

In this article, we’ll show you how Paraguay compares to Uruguay in matters relevant to non-citizens seeking residency or citizenship abroad. We’ll cover:

Paraguay vs. Uruguay: Temporary Residency Programs

Paraguay and Uruguay are both members of Mercado Común del Sur (MERCOSUR), a South American trade bloc whose member states include Argentina, Brazil, Bolivia, Chile, Peru, Colombia, and Ecuador. Citizens of MERCOSUR countries benefit from simplified residency procedures in both Paraguay and Uruguay. 

It’s important to note that Paraguay’s temporary residency program is a required step towards permanent residence, whereas in Uruguay, you can apply for permanent residence directly. 

We will compare Paraguay and Uruguay’s temporary residency offering by examining:

Regular Programs and Requirements

Paraguay’s temporary residency program allows you to live in the country for up to two years, and prolong the stay for another two. During that time, there are no limits on the type of lawful activities you can engage in, so you can work, study, or pursue your investments. 

The program requires you to present the usual identity, marital status, and lawful entrance documents. It doesn’t require proof of funds or solvency, but you might have to submit one of the three documents depending on your country of residence and citizenship:

  1. Police Record Certificate from the country of origin or residence
  2. Background Certificate, issued by INTERPOL
  3. Certificate of Background Check for Foreigners, issued by the Information Technology Department of the National Police

Uruguay’s temporary residency program permits you to stay up to two years in the country, with the possibility of extending your stay. Applications are typically tied to a specific purpose in the country, such as education, work, business establishment, or religious duties. However, some pathways, such as the Rentista Visa, allow applicants to qualify based primarily on proof of stable income or financial solvency. You’ll generally need to provide documentation supporting your chosen residency route. The National Migration Directorate doesn’t specify the solvency threshold. 

You will be required to provide an identity document, health documents that may include a vaccination record and a health certificate, and a Criminal Record Certificate from your country of origin or residence.

Special Programs 

If your original intent is to temporarily reside in Uruguay for fewer than 180 days, you can apply for a Provisional Identity Card. This document allows you to work in the country for 180 days, and it’s extendable for another period of the same length.

Applying for this document (commonly used by digital nomads) requires you to provide a written note detailing the reasons for coming to Uruguay.

Paraguay, on the other hand, does not have a similar program.

MERCOSUR Programs and Requirements

For members of MERCOSUR, Paraguay offers a two-year, non-extendable temporary residency permit. The requirements are the same as for the regular program, with one exception: the INTERPOL Background Certificate is replaced by a sworn statement that you do not have an international criminal record.

Uruguay’s MERCOSUR temporary residency program allows a two-year residency, which can be extended for another two years. As for the requirements, you will need to submit a birth certificate along with an identification document. You won’t have to provide proof of solvency or belong to any of the categories available in the regular temporary residency program. 

Costs and Timelines

Paraguay has the following cost structure for the temporary residency program:

Paraguay’s National Directorate of Migration doesn’t disclose the usual processing times for temporary residency applications. However, it does grant you “precarious resident” status, which allows you to enter or leave the country while your application is pending. 

Uruguay will charge the following fees to individuals applying for a temporary residency:

If you exit the country while your temporary residency permit is pending, you will have to pay roughly USD 37 for a re-entry permit.

Uruguay vs. Paraguay: Permanent Residency Programs

Both Paraguay and Uruguay offer permanent residency programs that allow indefinite stay, but the structure and requirements for these programs differ. We’ll compare the following:

  1. Regular permanent residency programs
  2. MERCOSUR permanent residency programs
  3. Family reunification programs
  4. Investor residency programs
  5. Permanent residency costs

Regular Programs and Requirements

Paraguay’s regular permanent residency program for non-MERCOSUR nationals allows you to turn your temporary residence permit into a permanent one.

When applying, you will have to provide proof of financial solvency relevant to your situation, in addition to standard personal and background check documents. These can include:

  • Certificate of a technical degree
  • University-level professional title 
  • Proof of employment
  • Articles of Incorporation for a company
  • Retirement or annuity certificate

While the documents should demonstrate your income (if possible), no official minimum income requirement exists. 

As a foreigner who wants to reside in Uruguay, you can apply for permanent residence directly. The types of documents you have to present in your application are similar to those required by Paraguay. They should also demonstrate your major activities, such as work, business ownership, or retirement, and prove you have a source of income.

MERCOSUR Programs and Requirements

Paraguay’s permanent residency program for MERCOSUR nationals mirrors its regular program. You can apply only if you previously held temporary residence, and your application must include many of the same documents, including proof of financial solvency. 

Uruguay’s MERCOSUR permanent residency program is available even if you don’t have temporary residency. It also doesn’t require you to provide any proof of financial solvency.

Family Reunification Programs

Paraguay has two separate family reunification programs:

  1. A program that allows family members of repatriated nationals to gain permanent residency
  2. A program that allows family members of Paraguayan citizens to gain permanent residency

Both programs allow you to apply for permanent residency even if you don’t have Paraguayan temporary residency. If you acquire a Repatriation Certificate before applying, you can be exempt from paying the application processing fees.

Uruguay’s family reunification program allows family members of a Uruguayan citizen to become permanent residents of the country. Eligible family members include children, spouses, domestic partners, and siblings.

Investor Residency Programs

If you plan to invest in Paraguay and you’re able to secure a certificate confirming that you’re subject to the Unified System for Opening and Closing Companies (SUACE) regime, you are eligible for permanent residency without having to apply for temporary residency

The main requirement for this program is the document issued by the Vice Ministry of Industry and Commerce of Paraguay, which confirms you’re an investor under the SUACE program. 

To proceed with this route, you must make a minimum investment of USD 70,000 in a business in Paraguay.

Uruguay does not offer a similar program.

Permanent Residency Costs

When applying for permanent residency in Paraguay, you’ll have to pay the following fees:

You have to apply for a change of status from temporary to permanent at least three months before your Paraguay temporary residency expires. If you’re applying a month or more after your temporary residence has expired, you can only obtain an extension.

As a permanent residency applicant in Uruguay, the fees you’ll have to pay include:

Paths to Citizenship: Paraguay Compared to Uruguay

Paraguayan citizenship through naturalization is available to applicants who meet the conditions defined in the country’s Constitution, including:

  • Being of legal age
  • Completing a minimum of three years of permanent residency
  • Practicing a trade, industry, art, profession, or science in the country
  • Demonstrating good conduct, as defined by law

You may also be required to pass a test of the Spanish language and Paraguayan history.

To acquire Uruguayan citizenship, you must demonstrate effective residence in the country, meaning you spend the majority of your time in Uruguay and have established your center of life there through social and economic ties. You’ll also need to show proof of economic activity or another reliable means of financial support.

You also have to meet one of the following residency requirements: 

  • Three years of residency in the country if you started a family there
  • Five years of residency in the country if you haven’t started a family there

You can also skip the residency requirement if you’ve been nominated for citizenship by the General Assembly.

Paraguay vs. Uruguay: Practical Considerations

To determine which country is a better choice for residence, it’s also important to look beyond the immigration process. We’ll compare Uruguay and Paraguay across two categories: 

  1. Taxes
  2. Cost of living and quality of life

Taxes

For expats, the tax system in their destination country is a major consideration.

Paraguay has a territorial tax system, which means it only taxes income derived within the country.

Uruguay, on the other hand, offers a special Tax Holiday regime under which foreign capital gains, rental income, and dividends can be taxed at 0% for the first 10 years for qualifying tax residents. To qualify, you must establish tax residency, usually by:

  • Spending more than 183 days per year in the country, or
  • Making a qualifying investment of approximately USD 2 million in Uruguay real estate or an annual investment of USD 100,000 into qualifying government R&D investment funds

After the 10-year tax holiday is over, residents may opt to pay a 50% reduced income tax on the same type of income for five years, resulting in an effective tax rate of 6%.

Ordinary tax residency is obtained by spending over 183 days in the country or by spending only 60 days and making an investment of approximately $560,000 into Uruguay real estate.

Uruguay is generally considered a more expensive country to live in than Paraguay. Prices across all major categories, including food, rent, and utilities, are significantly lower in Paraguay. 

Uruguay is comparable to Western European countries in its robust infrastructure, political stability, and high-quality healthcare and education. Paraguay, on the other hand, is seen as a more classically South American country, with plenty of emerging business opportunities.
