Cyprus Permanent Residency: What You Should Know in 2026

Cyprus has long been a popular destination for high-net-worth individuals. It has favorable tax policies, with no wealth, inheritance, and gift taxes, and one of the lowest corporate income tax rates in the EU at 15%. The country’s location contributes to its usefulness as a business or travel hub, with easy access to Europe, Asia, and North Africa. Cyprus’s quality of life and low crime rate make it a very desirable place to reside in.

In this guide, we’ll explore the options for obtaining a Cyprus permanent residency. We’ll cover the different pathways for acquiring a permit, the requirements you need to meet, and the process of applying for residency in Cyprus.

Cyprus Permanent Residence Permits Explained

There are three ways to obtain permanent residence in Cyprus as a non-EU national: 

  1. Long-term residence permit, granted after living in the country for an extended period of time
  2. Immigration permit, granted to entrepreneurs, self-supporting individuals, highly-skilled professionals, and individuals with permanent employment 
  3. Immigration permit, granted specifically to investors who make a qualifying investment 

While all of the permits offer you the right to get a permanent resident card and reside in the country permanently, they do so in slightly different ways:

  • A long-term residence permit is valid for five years, but it’s renewable automatically
  • Immigration residence permits are valid indefinitely

In both cases, you will also need to apply for a new Cyprus permanent residence card every 10 years. As a permanent resident of Cyprus, you will also be able to include your spouse and children under the age of 18 as dependents on your application or apply for or sponsor them at a later date.

Cyprus also offers permanent residency to citizens of other EU countries and their non-EU family members.

Cyprus Permanent Residency Requirements

The requirements you need to meet to acquire a permanent resident status in Cyprus depend on the type of permit:

  1. Immigration permit for investors
  2. Long-term residence permit
  3. Immigration permit

1. Immigration Permit for Investors Requirements

To be eligible for a fast-track permanent residence permit for investors, you have to make an investment of at least EUR 300,000 in one of the following:

  • Residential real estate: Up to two new residential units (houses or apartments), purchased directly from a developer in a first sale, intended for private use
  • Commercial real estate: One or more commercial properties (e.g., offices, shops, hotels), which may be purchased either as a first sale or resale
  • Cyprus-based company: Investment in the share capital of a company that operates in the country, has a physical presence, and employs at least five people
  • Collective investment funds: Units in a Cyprus-based Alternative Investment Fund (AIF) or similar regulated investment vehicle with investments in the country

In addition to the investment, you will also have to provide proof of annual income for yourself and your dependents:

If you’re investing in residential real estate, the additional income has to be derived from foreign sources. For any other type of investment, you can meet the requirement using the income from your investment in Cyprus, a foreign source of income, or a combination of the two.

You can include dependent adult children in your application, typically up to age 25. The minimum investment remains EUR 300,000, but the required annual income increases for each dependent.

After being granted the permit, you will have to meet all the criteria of the regular immigration permit regarding establishing residence, avoiding residency acquisition in other EU members, and visiting Cyprus at least once every two years.

2. Long-Term Residence Permit Requirements

To obtain a long-term residence permit in Cyprus, you must meet the following conditions:

  • Five years of continuous legal residence in the country before the application
  • No more than 10 months of absence from the country during the five years, and no more than six consecutive months of absence
  • A stable source of income
  • Valid health insurance
  • Knowledge of the Greek language and Cyprus’s political and social reality
  • Ownership of real estate or a rental agreement

Under certain circumstances, a five-year stay in Cyprus will not lead to long-term residence. If you’re a student, asylum seeker, resident on a purely temporary basis, diplomat, or have protected status, you cannot apply for long-term residence. 

It’s also important to note that your Cypriot long-term residence permit can be withdrawn for multiple reasons. These include:

  • Perpetrating fraud in the application process 
  • Being considered a danger to public order or security
  • Being expelled from the country
  • Leaving Cyprus for more than six consecutive years
  • Leaving the EU for more than 12 consecutive months
  • Acquiring residence in another EU country

3. Immigration Permit Requirements

The Cypriot immigration permits are divided into six categories based on the specific requirements you have to meet:

Regardless of the permit category, additional conditions may apply after approval:

  • You may be required to establish residence in Cyprus within a specified period, often within one year for certain categories
  • You typically need to visit Cyprus periodically (e.g., at least once every two years under some permanent residence categories) to maintain your status

If you fail to meet these criteria, your immigration permit and permanent residence status will cease to be valid.

Cyprus Permanent Residency Application Process

Here are the steps to follow when applying for permanent residency in Cyprus:

  1. Choose your residency pathway
  2. Gather the necessary documents
  3. Submit the application

1. Choose Your Residency Pathway

Cyprus offers multiple options for meeting permanent residency requirements, covering a wide range of applicant profiles, from employees and retirees to entrepreneurs and investors. If you’re not interested in working or running a business in Cyprus, the two most attractive options are the category F immigration permit and the real estate route for the immigration permit for investors. 

While the category F permit offers a lower entry price, the real estate route allows you to profit from your investment with minimal involvement, especially if you invest in commercial or hospitality properties. Note that you’ll be required to make the investment before you submit the application if you choose the real estate route.

2. Gather the Necessary Documents

After meeting the requirements for a Cyprus residence permit, your next step is to gather the necessary documents and fill out the application form. Most pathways require a combination of personal documents and supporting evidence, including:

  • Copy of your passport
  • Birth certificate
  • Criminal record certificate from your country of origin and/or current residence
  • Proof of health insurance
  • Marriage certificate (if applicable)
  • Birth certificates of children (if applicable)
  • Proof of accommodation (title deed or lease agreement)
  • Evidence of financial means (e.g., bank statements, income proof)

Each pathway will also require supporting documents to prove you meet its specific requirements. If you apply for a long-term residence permit, the documents you’ll have to provide include:

  • Copy of your existing residence permit
  • Employment contract or a written statement of self-employment
  • Certificate of adequate knowledge of the Greek language
  • Tax and VAT declarations for the past five years
  • Proof of contributions to the Social Insurance Fund

For the immigration permits, depending on the permit category, supporting documents may include:

  • Proof of sufficient funds 
  • Business plan
  • Bank account statement from a Cypriot bank
  • Declaration of a secure annual income
  • Employment contract
  • License to practice in your field
  • Certificate of incorporation 

If you choose to invest in real estate, a title deed or a sales contract will be sufficient supporting documents. You will need to provide additional documentation for the remaining two types of investments:

  1. For business investment: Shareholders Certificate, Certificate of Incorporation, a business profile of the company, proof of payment, and proof of employment for at least five employees
  2. For fund investment: Proof of purchased units, proof of payment, CySEC confirmation on the setup of the fund, and the memorandum of the fund

3. Submit the Application

The application for a Cyprus permanent residency must be submitted in person to the Migration Department offices in Nicosia, either by you (the applicant) or by an authorized individual after scheduling an appointment. The application processing fees are paid at the time of application. 

The processing times for Cyprus permanent residency vary depending on the type of permit you applied for:

Cyprus Permanent Residency as a Pathway to EU Citizenship

Cyprus used to offer a citizenship-by-investment program that allowed investors to become citizens through an expedited process. Since that program was terminated in 2020, applying for an immigration permit has become the only way to acquire Cypriot citizenship through investment—and one of the easiest pathways to EU citizenship

To apply for Cyprus’s citizenship by naturalization, you’ll have to meet the following criteria

  • Continuous residence in the country for 12 months preceding the application, with no more than 90 days of absence from the country

  • Proficiency in Greek at a B1 level
  • Understanding of Cypriot social and political life
  • Accommodation and a stable source of income
  • Good character
  • Genuine desire to reside in Cyprus
